Planning for the future: A mixed use neighbourhood in Seven Mile Beach corridor

This week, Dart submitted an application to the Central Planning Authority for a planned area development (PAD) encompassing a mixed-use, resort and residential neighbourhood on either side of the Esterley Tibbetts Highway between Governor’s Harbour and Salt Creek.

PADs are designed to facilitate mixed-use, master-planned developments, such as Camana Bay, taking into consideration factors such as infrastructure, open spaces and amenities to support the community, as well as connectivity with surrounding neighbourhoods. While each project within the area requires separate planning permission, the PAD sets out principles and parameters for future development. 

The PAD application covers Dart-owned lands currently zoned Hotel/Tourism and Residential, anchored by Kimpton Seafire Resort + Spa and the Cayman Islands Yacht Club and Marina. The neighbourhood will also include the recently approved Seafire splash park and the new Hotel Indigo, subject to planning approval.

Designed to be developed in phases over years, the resort and residential neighbourhood will connect hospitality, retail and residential elements through a network of roads, pedestrian paths, bicycle trails and waterways.

The conceptual master plan for the area is still a work in progress, including the possibility of canals to meet the continued demand for waterfront homes in the Seven Mile Beach area. One of the canals would run under the bridge on Esterley Tibbetts Highway, an option initially conceived when the roads infrastructure was expanded in 2012; it would require permitting through the usual process and would terminate in a turning basin just after the bridge.

Despite the current restrictions on international travel, Dart is confident in the continued high demand for properties in the Seven Mile Beach corridor.
